The rent reference index (IRL) is published quarterly by Insee. It measures the average change in consumer prices over twelve months, excluding tobacco and rents. Where the lease provides for it, the index sets the maximum annual rent increase. The landlord may apply a smaller increase, but cannot exceed this change.
The calculation only uses the monthly rent excluding charges:
Maximum new rent = current rent excluding charges × new IRL ÷ previous IRL
Both indices must relate to the same quarter in consecutive years. The result is rounded to the nearest cent. Homellya retrieves official Insee values and displays the formula used.
No. For an unfurnished or furnished residential lease governed by the French law of 6 July 1989, annual revision is only possible if the contract contains a revision clause. Service-Public
Rent may be revised once a year on the date stated in the lease. If the clause does not specify a date, revision generally takes place on the anniversary of the contract. The revision date is separate from the IRL quarter used in the formula.
Keep the reference quarter stated in the lease and compare it with the same quarter of the previous year. If no quarter is specified, use the latest IRL published when the contract was signed; that quarter remains the reference for later revisions. ANIL
Homellya determines the years automatically from the reference quarter and annual revision date, preventing use of an index that had not yet been published. For a 1 January 2027 revision based on Q2, it normally compares Q2 2026 with Q2 2025.
No. The IRL formula applies to rent excluding charges. Charge provisions and reconciliation follow separate rules. Charges entered in the calculator are left unchanged to show an indicative total.
No. A late request only applies from the date it is made; earlier months cannot be recovered. The landlord has one year after the annual revision date to request it, after which that year's revision is lost. Service-Public
No four- or six-month notice is required for an annual IRL revision. The landlord should clearly inform the tenant of the new amount and calculation, preferably using a method that provides proof of sending. A late request cannot recover previous months' increases.
In mainland France, revision is prohibited for F- or G-rated homes where the lease was signed, renewed or tacitly extended from 24 August 2022. In the French overseas departments and Mayotte, the relevant date is 1 July 2024. A valid DPE and sufficient lease information are also required. Service-Public
It confirms that the energy rating comes from a valid assessment. In 2026, DPEs completed before 1 July 2021 are no longer valid; those completed since then are generally valid for ten years. Enter an updated rating where an official certificate has changed it.
No. The IRL is a ceiling, not a mandatory increase. The landlord may apply no revision, a smaller increase, or the maximum permitted amount, but may not exceed it.
Where the lease contains a valid revision clause and legal conditions are met, no new amendment needs to be signed. The landlord must nevertheless send a clear request stating the new rent, effective date and indices used. The tenant may dispute the calculation or its applicability.

No. It is designed for unfurnished or furnished homes used as the tenant's main residence under the French law of 6 July 1989. It does not cover commercial or professional leases, holiday rentals, second homes, mobility leases, social housing, 1948-law housing, certain regulated housing, undervalued-rent reassessments or exceptional works-related increases.
No. Answers, dates, amounts and results from public calculators are not saved in a database, placed in the page address or linked to a user account. Homellya may count anonymous statistical events, such as using or completing a calculator, without transmitting the detailed information entered.
